Further, in 1999, Mlungisi was elected to parliament as a representative of South Africa, wherein he spent a brief period before deciding that, his best contribution to South Africa would be in the private and development sectors of the country.

In 1996, Mlungisi was involved in the Drafting Committee tasked with writing the White Paper on Telecommunications. Because of this it came as no surprise that in 1997, the Minister of Post & Telecommunications, Mr Jay Naidoo, appointed Mlungisi as the Head of Universal Services Agency (USA). The USA is a statutory body designed to assist and spearhead the delivery of telecommunication technology and resources to the South African communities, particularly those disadvantaged by apartheid. He served as Head of the USA from 1997 till 1998.

In 2000, Mlungisi joined Wireless Business Solutions, as their Executive Chairperson. WBS is the backbone network operator for the National Lottery. He served in that position with consummate distinction, resulting in the company growing tenfold over the time he was at the helm.

In May 2005, Mlungisi was requested by the African National Congress to serve as the Executive Mayor of Sedibeng District Municipality. He therefore relinquished his full-time position in WBS to serve his local community.

Mlungisi has been involved in civic and community movement since 1979, whilst still at school. He has served at various levels within the South African National Civic Organisation (SANCO). Currently he is the National President of SANCO, a position he has held since 1997 when he was elected unopposed at the SANCO National Conference.
